1862 — Frank Major Tobin, who would go on to found Tobin Arms, was born in Halifax, Nova Scotia, Canada. 2003 — The American Homeland Security Act comes into effect, renaming the ATF the BATFE and shifting it from the Treasury Department to the Justice Department - and making its acronym more awkward to pronounce.
